WIP: Upgrade from 8.19 in exhaustive tests

7.17 is reaching EOL. Upgrade from 8.19 instead.

Test if this fixes CI, then figure out how we want to move forward.

This failure was due to a bug in how the releases.properties file is generated. That bug has been fixed and this is no longer urgent. I'm going to close this for now and re-evaluate once 7.x is fully deprecated.
