Removed @embroider/addon-shim dependency.

Add build mode tests (ensuring isDevelopingApp and isTesting are appropriately true when they need to be (as well as assert-stripping)) #66
- blocked on
  - setTesting() from @embroider/macros embroider-build/embroider#2662
  - and maybe a replacement for macros
