op-sync-tester: Mock EL Sync after initial EL Sync

For EL Syncs after the initial EL Sync, they should just work, and this should also be mimicked at the sync tester.

We may add an sync namespace API to update the ELSyncTarget and ELSyncActive to reactivate sync tester to support following EL Syncs.
