Towards #16228

It is possible to trigger metrics by running monorepo tests with the kurtosis devnet backend, like so:

DEVSTACK_ORCHESTRATOR=sysext go test -timeout 300s -run ^TestInitExecMsg$ github.com/ethereum-optimism/optimism/op-acceptance-tests/tests/interop/message -v -count 1

* remove random metric generation

the devstack tests are a better way to generate metrics and they seem to work now
