Refactor Assembly Loading and Management

Objective: Make the Plugin Service Provider the primary authority for commanding the loading and unloading `AssemblyLoadContext` (ALC / ACLs) and have the AssemblyManager act as a service provider for underlying functionality and intercommunication and resolution of references between ACLs.
