Deprecate `body-scroll-lock` in favor of CSS `overscroll-behavior`

The body-scroll-lock package is no longer maintained, and can be buggy on mobile iOS. Fortunately, there is a new CSS only solution for this through the overscroll-behavior property. We should deprecate this package in favor of native CSS.
