Install Mini Fair Repo on https://mini-repo.fair.pm

In order to host the FAIR plugin ourselves, I have made https://mini-repo.fair.pm

We need to install the mini-fair repo to that site and create a DID for the FAIR Plugin

@rmccue How do we install a composer based plugin? Is this just updating the https://github.com/fairpm/server/blob/main/composer.json ?

Add it via the direct GitHub link to Composer.json - MiniFair is not on packagist

• Will need to (EVENTUALLY) push on Packagist but that is a post 1.0 thing. Make an issue for this
• Add directions to MiniFair - how to add to composer
• Add to SERVER notes in this repo
