Make others taunt! (if you are an admin :P)

Add the sm_taunt_force/sm_taunts_force command to allow admins to make other players taunt (#8).

WARNING: This update adds new translation phrases, thus late loads are not allowed. Don't reload the plugin, just install it and change map!
