Drop .NET Standard/Framework support and signed assemblies #53
Description
Note the assigned Milestone for this work item. This is only to be done for the 9.0.0 release per the notes in #44, and not before the release of .NET 11 in November 2026. 8.0.0 is not even out yet and it will still include this support.
This issue tracks the work to drop the .NET Standard 2.0 target, and along with it, .NET Framework support. Since modern .NET does not make use of signed assemblies, we should drop the complexity of the signed assemblies as well when this is done.
Please do not submit a PR for this issue until after the 8.0.0 release is complete.
