Infrared worker blink on send.

What's new

• Added the ability for infrared_worker to blink the rgbled when sending in a similar way to when receiving
• changed the built in infrared app to use that method instead of running send notifications itself

• code something with infrared_worker_tx_enable_blink_on_sending()
