[FL-3947] Pinning of settings options

What's new

• Ability to pin settings apps and settings elements from within these apps by long-pressing an item. Requested in Easier / quicker access of system settings like Bluetooth, power off and clock & alarm #3986, FL-3947
• Extended Submenu API to allow capturing long presses
• Helper to reduce boilerplate in Submenu-based settings apps

Verification

• App pinning
  • Open the Settings menu
  • Select any of the settings categories and long-press the center button
  • Confirm the action in the dialog view
  • Open the Favorites menu
  • Confirm that the corresponding settings app is started when the newly added item is selected
• Element pinning
  • Open the Settings menu
  • Open either of the two Submenu-based categories (Power or Storage)
  • Select any of the elements in these categories and long-press the center button
  • Confirm the action in the dialog view
  • Open the Favorites menu
  • Confirm that the corresponding scene within the corresponding app is launched when the newly added item is selected
