Support for Resource / Action Attributes

According to the spec, Attributes should be able to be defined as children of both resource and action sections. When applied to an action scope, the attributes should apply to all Requests associated with the resource. However no special rendering appears to occur for action / resource attributes, it just becomes a bulleted list in the action description.
