Move `indexToMnemonic` elsewhere

For the version after v3.4.2, I'm thinking of doing some refactoring here and there. Amongst others, I should address the inspection concerning PopupAction.Companion.indexToMnemonic, which says that this method must be moved out of PopupAction because Companion objects in IDE extension implementations may only contain a logger and constants.
