Clarify bug reports vs how to ask for help

The content around bug reporting for homework and bug reporting as asking for help is a little convoluted. 

Basically, there are two things. Students need to submit bug reports of issues they've solved during homework and students need to know the process for requesting help and the type of information they need to provide.
