Add quick action to add plugin config section from error tooltip

When you add a plugin that requires a config section we display an error. In the tooltip, the user can choose quick fixes to resolve the problem. We should add a Code Action to provide an action that the user can click to add the config section to the current document without needing to use a snippet.
