Support for preamble

We would like to use news-fragments for our project but we want to have a preamble at the beginning of the file.

So I guess to make this possible, something like an "insertion point" has to be defined and the fragments would then be inserted before or after that insertion point. I guess the insertion point should be configurable to support different use case.

What do you think about this?
