Optional navigation modes

By default, WinUI's navigation does not provide tab mode.
However, it would be great if WinUI DEV could provide it.

I think we should implement this feature in VSIX-Templates.
And we can probably implement this by replacing the Frame with a TabView.
Of course, it will be a bit of a challenge. For example, I have to remove the breadcrumbNavigator in this case because there is no suitable place for them.
I'm keeping this feature open for now to see if I can implement it. I'm a little busy right now.
