Make the app usable offline

It is possible to cache the benchmark data locally by using [service workers](https://angular.io/guide/service-worker-intro).  This way, the app remains usable even if the user does not have web access.

This is the first step in transforming GPE into a [PWA](https://developers.google.com/web/progressive-web-apps/).
