file_get_contents Connection timed out error

I'm getting this error, any help will be highly appreciated.

file_get_contents(//abc.localhost/test/app.css): failed to open stream: Connection timed out

Make sure, that you local domain is available and accessible by your server.

It's a misconfiguration on your hardware's side (server, DNS,..).
