run make package_offline from source and then install , then occure error 'Failed to call func: create_root_cert'

step1 clone code from github

git clone https://github.com/goharbor/harbor

step2 build package_offiline, and set tag to v3.0.1 just to test

make package_offline -e DEVFLAG=false COMPILETAG=compile_golangimage VERSIONTAG=v3.0.1

step3 unpack package_offline above and then run ./install.sh , then occure error like this:

loaded secret from file: /data/secret/keys/secretkey
Failed to call func: create_root_cert

I want to know why occure this error or if my operation is error ?
