Expected behavior and actual behavior:
deleting a tag for an image should delete the tag from the linked registry

Steps to reproduce the problem:

1. add aws and azure container registries in harbor replication
2. push and image with multiple tags for the same artifacts
3. remove one of the tags
4. tag in not removed in the target (error log says the operation is not supported)
