delegate not being called?

I just migrated to 12.3.0 from 11.13.0 and followed the migration guide. 

i used the compiler fix for all the renames and it compiled fine and ran however no ads were being displayed.
after adding some print statements it seems that the requests are going out but no delegate callback is being executed.

has anything changed with the handling of the delegate? any requirements?
