Comment not needed to submit revision to Variants, Variant Groups, Genes

I've noticed that I'm able to submit revisions to Variants, Variant Groups, and Genes without needing to write a comment. For Evidence Items and Assertions, the Submit Revision box is greyed out until I write a comment.
