EPIC: Database cleaning to include project managers #1986

Overview
This Epic's purpose is to track updates on how the backend/db store information on who manages a project, both on the user model and project model. This tracks how we update the functions to keep everything working properly. Also data cleanliness.
Action Items
- Create user.controller and project.controller functions to update model #1987
- Database migration to include project managers on project db entry #1386
- Create script populateProjects.js #1992
- Once Feature: Allow project members and admins to manage project members from Project Details page #1984 is merged, THEN, when we update Production, run the script as well.
