Create example django client project

This is an epic that needs sub-issues created.

Overview

We need an example client that is a django project to help client projects with similar setups get started to integrate with the PD backend.

Action Items

• Create a simple django project that can log into Cognito
• Using the Cognito token, retrieve a non-restricted list such as the projects list and display it
