Evaluate 2 recurrence packages for suitability

We found 2 recurrence packages that implement the rrule standard. We need to try them to determine if one of them has the functionality we need.

1. Progress: I'm at the beginning of this after installing the 2 packages to try. I'm finding that the dependencies of the packages and another one I found in a discussion of one package look promising. I'll try each one to see how far I can get.
2. Blockers: None, just need to spend time on it.
3. Availability: 10 hours in the coming week

After an AI chat, it looks like django-recurrence is what we need for this. It does match what I remember about the packages.

It also sounds reasonable to keep an EventOccurrence model to keep a rolling window of all event occurrences for all the events, so we can query them quickly and do check in. a 6 month future and 1 month past window sounds like a reasonable start.

So after all this, we're really back to the RecurringEvent and Event models that we were going to do before.

I'm going to start implementing this and see how far I get in the next week.
