Hey, @drewmullen. I think the intention is to use organizations as test isolation for test safety and, potentially, concurrency. Is there a particular reason to accept test config that re-uses an existing organization?

@brandonc While I really appreciate and like the idea of isolation, ATM I'm not able to run some of the Acc test because of permissions and access to create new orgs. It would be nice if I could have the option to set an ENV var like TFC_PREEXISTING_ORG and the tests would run against that instead.

That functionality was previously included in #1757 but was removed because changes were requested (and thus this issue was opened :) )

Came across this today and would appreciate if it could be considered as a default while still allowing to run on new orgs if needed or vice versa.
