UI bug importing and signing account age witness

There's a bug when importing unsigned account age witness data in order to sign it.

Go to Account > ctrl + i > ctrl + o. The following window will display:

The "Unsigned Pubkeys" text area is highlighted blue and the arbitrator cannot click into it or enter text.

This seems to be expected behavior if SignedWitnessService.getUnsignedSignerPubKeys() returns an empty set.

So the real issue / question is how is this list supposed to be populated, and is it worth supporting?
