Improve CI time by packaging as jpackage app-image first #1307
Description
According to @TheTollingBell in #1270 (comment), the CI time can be significantly improved by packaging the entire project as a jpackage app-image first, and then doing separate packaging from that.
This issue requests implementing that change.
