Update Tor to 0.4.8.13

version 0.4.8.13 fixing an important client circuit building bug (Conflux related)

This issue requests updating tor to the latest binary, by updating the relevant repos:

• https://github.com/haveno-dex/haveno/pull/794/files (previous PR updating tor in haveno repo)

I don't know if @preland has time for that. Maybe I'll try and see if I can manage it.

In general, I can recommend everyone to use Haveno via SocksPort with external Tor. That's 4 config lines and you always have your current distro Tor.
