Add Worker AutoScaling Feature

Hi, thanks so much for this project, it works great! I would love to have a way to automatically autoscale my workers. And then maybe be able to define it in my Terraform config like

min_worker_count       = 3
max_worker_count       = 20

Idk just a suggestion, but yeah!

Unfortunately, as I understand, it's currently not easy possible by terraform: #16 (comment)

We would need to preconfigure the mentioned autoscaler chart, I think. Maybe in future, but actually not planned.
