help, blank page

Hello, i have issues about blank page and how to fix it ??

first have notice"server error" in php_flag, and i remove in .htaccess at line "php_flag session.cookie_httponly On" and for second have just an blank page if visited
im already follow all instructions with change php.ini Settings:

short_open_tag
On
display_errors
Off
already , but same just blank page if visited
