show_hover in user isn't supported

I suppose the goal here was to remove hover menus. Should we re-implement them with a setting?

If you want to spend time on it. Elgg is the only framework that I know that thinks that adding menus to icons is a good idea.

I suppose better would be a real mouse-hover card like Twitter/Facebook.
