Implement feature app marker support (CIP-0047)

the full feature set should support:

1. Registering a Feature App Marker (similar to tap on devnet) for testing purposes
2. Attaching Feature App Markers to transfer
3. Redeeming Feature App Marker Coupons
4. Validating balance afterwards to ensure that payout has happened.
