Switch to dpm and Daml SDK 3.4

Context

Objective

from @dasormeter : what i’m trying to achieve is

• all things CN needs from canton/daml/DA component friends are from dpm and / or directly from release drive GAR; so…
  • no artifactory
  • no artifacts pulled from github
  • no usage of daml daml assistant
  • no special buckets or other staging locations to feed artifacts to CN (edited)

@dasormeter: why is it actually that the SDK upgrade is coupled with moving over to the dpm infrastructure? What about the option that you copy over the files of the one release that we are using in CN?
