EIP-7928 - Block-level Access Lists : Implement BAL construction

The first step is to create the BAL from the block execution. This will provide the foundation for the next tasks. This phase requires extensive testing and monitoring, as it can affect the logic because of the updaters.

This feature must be compatible with both FOREST and BONSAI at a minimum, which prevents us from fully relying on BONSAI’s logic.
