Extend versioning system to store data in addition to scripts

At the moment the versioning system can only store reference scripts with a particular datum attached. We might want to extend this mechanism further by allowing to store other data, if possible arbitrary, and if not predefined. This would allow to move parts of `SidechainParams` to the versioning system and update them just like scripts.
