Investigate collateral change address

Since Babbage era Cardano has a mechanism for returning change from a collateral, allowing also to specify the collateral change return address --tx-out-return-collateral. We should investigate whether transactions constructed by our CLI tool correctly use this mechanism. Note that a lot might depend on how CTL handles this mechanism.
