Integrate merkle-tree binary functionality into the utils endpoint

This is a follow-up of input-output-hk/trustless-sidechain#661.

In the on-chain code we currently have a separate merkle-tree binary that implements functionality that should ultimately be integrated into the utils endpoint in the off-chain CLI binary. See this comment for details.
