CLI for all reserve and illiquid circulation supply endpoints

1. reserve initialization for an asset class
2. deposit to a reserve
3. transfer from a reserve to illiquid circulation supply
4. handover of a reserve
5. update of a reserve
6. withdrawal from an illiquid circulation supply
7. some covenience endpoints for QAs

@jstolarek What are you thoughts on doing this similar to init CLI? What I mean, is that
ReserveParser include sub parser for the 7 points outlined in the ticket?

Can you elaborate on that? Do you imagine sub-commands for reserve management and ICS?
