focus more on user UI and less on admin UI?

if we start adding more plugin types, it might make sense for an administrator to use a cli tool instead of web-based ui to administer peers. maybe we should just deprecate the admin-only part of ilp-kit's ui, and focus solely on the user-facing tabs of the UI?

on the next major kit version where we deprecate the ledger we can also separate user and admin parts into different projects.
