How to Add a Part Category

I feel like I must be missing something realllllly simple. I have installed 0.17.9 (via digital ocean Debian 11 command line installer) without a problem and everything seems to be looking OK but I cannot find a option to add a part category so I cannot add any part details. I had a earlier version and I know it was in the admin panel but it seems to be missing now.

It's a bit different in that you create sub categories rather than a top level category.
