simutrans won't compile or run on systems with miniupnpc 2.2.8=> due to argument changes in UPNP_GetValidIGD()

simutrans on some systems(arch) where there is no binaries but the requirement of compiling it from repository the compilation would fail if you have miniupnpc 2.2.8 or above because on that versions in function UPNP_GetValidIGD() the minimum arguments were increased.

while it might not be an issue now , leaving miniupnpc downgraded might leave compitability isssues in the future

i just also noticed today that if you upgrade miniupnpc package the game won't launch
this is what i got from console:
simutrans-extended:error while loading shared libraries: libminiupnpc.so.17: cannot open shared object file: No such file or directory

i can confirm that the standard's git repository will compile and run using the newer libraries and had no issues , it is exclusive to extended
