Criteria for inclusion: no pop-ups

Today we have this criterion for inclusion:

Site should not have newsletter signup popups (substack sites are not accepted too)

I propose we revise this to:

Site should not have popups (newsletter signup, cookie selection, etc)

I believe this matches the spirit of the project, and (almost?) all sites currently in the index fit this updated criterion already.

Cookie selection is mandated by law in some countries?

To comply with the regulations governing cookies under the GDPR and the ePrivacy Directive you must:

Strictly necessary cookies are "essential for you to browse the website and use its features, such as accessing secure areas of the site. [...] These cookies will generally be first-party session cookies."

So, if a site does not use cookies at all, or if uses cookies that are strictly necessary for its operation, it does not need a banner.
