  1. Create constraint.LCPUtils.cpp for python bindings.
  2. Add python binding for isLCPSolutionValid().
  3. Implement getLCPSolutionType(), which returns the type of failure if the LCP solution failed.
  4. Implement LCPSolutionType enum.
