Add `YOLO-World` model

Currently, Keras Hub does not offer a model for zero-shot object detection.

Incorporating YOLO-World would be a valuable addition, as it is both fast and highly effective.

Thanks for opening the issue @innat - can you provide more details on the usage numbers and license?

@innat yolo-world does not have a permissive license. It has a copyleft license which would not make sense to add to KerasHub which distributes code under Apache 2.0
