Bug: RONLOG assembly does not recognise RST files added on GitHub

When adding an RST CHANGELOG fragment directly on GitHub using its internal editor, the content will not be added to the RONLOG on assembly.

#1341 and #1342 have shown that CLRFs cannot be the cause as the RST fragment introduced in #1341 uses \n as a linefeed character.
