integreate file2store behaviour

lets import file2store behaviour somehow so we can write github actions that program HNS rules and use Get-HnsDiag to validate all rules and parse the json for exact conformance to the windows specification for the service proxy

this can be our initial CI / GH Action that we run for pre-merge, no k8s cluster required.

this is a good first i9ssue - grab f2s.go and add it here so
windows networking developers could test their windows-service-proxy code
w/o actually making a full blown k8s cluister..... uist making a file
