Looks like we are dependent on
numpy arm64 windows wheels numpy/numpy#22530 (comment) as pip install seems to try to build from source and fails.

Revisting skia building docs, it says "Note that OpenGL is not supported by Windows 10 on ARM..." and people should enable angle #218 on windows on arm, I think?

Aparently python being x64 on arm windows is known actions/partner-runner-images#85 - but 3.11 / 12, 13 native are available for arm windows.

3.11/3.12/3.13 (and 3.14 dev) are apparently available via setup-python.

I have submitted numpy/numpy#28836 - and AFAIK we are dependent on that (or something similar / equivalent) being merged.
