Move crates for VM helpers into `bin` directory

Currently, crates for VM helpers are placed in the root directory. We should move them into a `bin` directory to keep root directory cleaner. In this issue we consider crates for VM helpers as the following:
- `cairo-vm-cli`
- `cairo-vm-tracer`
- `cairo1-run`
- `hint_accountant`
